Abstract

The transformation of the Merdeka Curriculum requires a comprehensive evaluation approach, where the CIPP (Context, Input, Process, Product) model is recognized as the most ideal instrument. However, the implementation of this evaluation in the field is largely hindered by conventional and manual bureaucratic systems. This study aims to formulate a conceptual framework for CIPP evaluation integrated with a digital interface. A Systematic Literature Review (SLR) method was employed by adopting the PRISMA protocol. A total of 28 key national and international literatures (published between 2021–2026). The review reveals that the CIPP model is highly relevant for monitoring school adaptation to the Merdeka Curriculum. Nevertheless, findings confirm that 85% of schools still conduct CIPP evaluation data collection manually using paper-based forms. This condition triggers "data silos", severe administrative fatigue among teachers, and delayed policy interventions. This study highlights that the administrative deadlock caused by manual evaluation prevents the CIPP model from functioning as a real-time early warning system. The proposed "CIPP Integrated Executive Dashboard" serves as a strategic innovation to transform passive reporting into an intelligent analytical engine. By visualizing readiness and P5 project data in real-time, this model bridges the information gap between school practitioners and policymakers. This research concludes that integrating the CIPP framework with dashboard technology is a necessary evolution to establish accountable and data-driven educational governance. Future research should focus on Research and Development (R&D) to implement this conceptual architecture into functional software across diverse school infrastructures.
